Looking for info on layers in DC Pro and if you can save them as separate files

to then import, or if you can only save that specific layer within that pdf file.

asking because we have maps that often change but certain, specific points on it do not, i would like to have a "layer" with these specific points that i can easily import and show/hide.

You can "Import as a layer" any PDF file (see the menu in the Layer pane).

You can import another PDF file as a watermark. Search watermark under tools. The watermark is a layer ("OCG") that you can write code for to show and hide. Will this meet your needs? Here are some references:
