Is a way in AdobePro to automatically optimize a table of contents? Specifically, a table of contents generated in a 600-page MS Word document, when creating a PDF from the Word document.

I find that the automatically generated links either go to the wrong page (often off by 1 page) or are broken, even though the page numbers in the table are listed correctly. Is there a way to make this more accurate?
