Not eligble for free trial with new account

I created a new account for my new account. Created a flyer and tried to download. It said "Upgrade to Download" so I did. I selected "Start my 14-day free trial". It said "Not eligible for free trial". ???

the free trial is 7 days and can only be used once. ie, if you've used a free trial previously, even with a different email address, you're not eligible.
