In addition to the suggestions from Mahmoud this sounded like it could be something unique to the environment you're working in, like security settings or software preventing the scheduler from loading properly.
Some additional things to test that might help:
Test with a user account with local admin rights
Test with any anti-virus or pop-up blocker software disabled temporarily
