Brand new to AE and to get my feet wet purchased an already created project. I want to extend the time/slow the movement of the project so theres a bit more meat in the middle to added text, pictures, etc. but cant figure out how to do this. I can adjust the layers to my desired length but nothing about the movement changes, it still comes in and out like normal. For instance its 8 secs but I want to extend that to 20. I dont even know what layer that specific movement is on. I have a "ctrl" layer which I thought I narrowed down to being the right one but no luck. Basically it comes in and out at certain times but nothing I do changes that. Hopefully I explained it properly.

First you should to learn AE basics - without that our advices will be useless. You need to learn how AE works to know that hust changing length of a layer doe not change its time. You have to learn how to check what layer is responsible for what (without that basic knowledge it is almost imposible for us to explaine it to you. So the simplest answer (based on the information you've given) is this: It's a matter of moving keyframes around or enabling time remapping. But that advice is really only rock solid if we're talking about a single layer. There's no telling what else will be effected without knowledge of what's happening in the project. And with your lack of experience in the program there's no way you can even know that yourself sor sure. Things can be hidden, locked or linked by expressions that reference other compositions.
Having said that I must agree with imeilfx. Loading up a template project and attempting to make/add your own assets and changes is absolutely the wrong way to learn after effects.
The absence of basic terminology and function will make it almost impossible for you understand what's going on in the project or to accurately describe your problems. Also most any attempt at an explanation from me or anyone else about what to do will only lead to questions asking for explanations of the explanations..., of the explanations.
The question always is: Do you really want to learn how to use After Effects or is it that you have some idea of a video you'd like to make and figured After Effects was the way to do it?
Unfortunately the $50 or $60 entry fee to the application leads alot of people who just want to make a quick video of something cool or maybe an intro for their social media channel to mistakenly think they want to learn how to use After Effects.
Even to use sucessfully use a template project you should expect to spend several weeks learning the basics of the program before even attempting to use the template. And depending on the complexity of the template and the quality of the instructions provided with the template even that may not be enough. I've been using AFter Effects for over 10 years and I've opened templates where I was completely lost. I was able to ask questions and figure it out but that was only because I already 10 years experience and knowledge of tools and terminology. You should use the link imeilfx provided and go through the tutorials from the beginning, in order. What I did when learning this and other applications was to approach it like I would approach a university class. I bought notebooks, I took notes. Created a glossary of terms. Yes these things all exist in small bits in the tutorials and also in books and documentation but I tend forget stuff so writing it all down halps me commit to memory and understand. Not that this style of learning is for everyone but my point is that learning After Effects requires some effort.
If you're not willing and maybe are just thinking of AFter Effects as some tool you just need for this one thing you're wanting to do then you should consider sourcing the task out to someone who's already put in th erequired time.
Adittionally if this response seems painfully long and overly complicated then learning AFter Effects will be absolute torture with the only upside being how fun and cool it is to learn about what it can do and then use it. Eventually the time you invest might even start to pay off, literally
