I have tried:
- adding an adjustment layet over all layers, whether they are pre compostions or clips (as shown in the screenshot)
- adding the effects (sharpen, unsharp mask, saturation) straight to the clips or pre compositions
- adding the adjustment layer inside all the individual pre compositions
But, no matter what, I cannot get the effects to take effect when the video is rendered.

I am using version 17.1.3
It's happened in all projects this far. Any time I try to use an adjustment layer or add these effects I have had no luck in getting them to work.
I normally export in the After Effect Render Queue, but I also tried Media Encoder with no luck.

Looks like an AE Preferences issue. So, restart AE and trash its preferences. Let us know if this sorts out your issue.

Have you tried to disable GPU Hardware acceleration in the project settings?

does this issue come with the adjustment layer only or all effects overall not showing in the render?
anyway be sure you set the effects settings to current settings from the render settings

also try to uninstall everything using these tools https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html then do a fresh installation

Late to this post, but hopefully this might help anyone who may have a similar issue. Also not 100% sure that it was the same issue, but sharing regardless, as my research led me here.
I was using adjustment layers to do offset transitions, and it was working fine in the program preview window with added blur etc. (looked silky smooth). However when it came to rendering it was just not working properly, you could see the offset tears and it's almost as if the blur wasn't working between clips (The opposite of silky smooth).
Found the issue/solution by accident. Turns out the program preview window if not at full resolution when using adjustment layers is not a 1:1 for scale/ratio/offests. So what looked amazing in preview with 1/2 playback resolution was totally incorrect for the full renderd resolution.Meaning i had to go back and change all the values for the offset and blurs once i changed back to full playback resolution.
Very weird bug, hope this helps solve anyone else who is having this issue.
