Adobe Dynamic Link connect failed

Since 6-SEP-2017 I can't use my Adobe After Effects & Adobe Encoder Media latest version,
It show the message as below, i have tried to re-install all the adobe software but still the same issue,
is pending my job about 5 days,
My platform is Windows 10 Home 64bits and currently using Norton security.
i have survey and search in google but still can't find the correct way to solve my problem,
and i think this i'm not the 1st USER facing this issue, i hope that your team have to look serious on this problem,

To use all the platform and 3rd party Anti virus to ensure all the software work fine to reduce this kind of unsolved happen.
Please advise the best and short-way solution!

After i tried to uninstall my Norton and uninstall all adobe product and re-install,guess what,
i get this message as below in my Adobe Encoder Media
I has been use your product about few weeks only then happen like this,
until now , i haven't get any reasonable solution and advise,
so frustrating!!!! i pending my job a week ! Please help!
