After Effects 23.2.1 on Win10 does not open and only shows an empty UI box off screen

After Effects 23.2.1 on Win10 does not open.

Snapshots attached.

Very bad.

 

(no second monitor was used, rebooted, and ran as admin, same result)

[flaired as Discussion by mistake, unable to change flair to Bug]
