After Effects is unusable

After the latest update After Effects has become unuseable. I can get essentially no smooth RAM preview. When I move an object on screen I will get no reaction for up to 30 seconds, even for basic shape layers. The UI freezes, after effects crashes constantly or something just hangs/freeze until I close the program. I have 28GB of ram dedicated to After Effects and I have my preview set to Quarter. Even if I skip frames the RAM preview will drag and be incredibly slow even when given lots of time to cache. Adding precomps or images to a comp takes forever and will sometimes just crash the program. Oddly as well, my Motion v3 plugin has gone complete haywire and if my internet drops Motion won't let me change tabs away from after effects and sometimes just shows a black screen where the UI should be. I've stopped using the plugin. I've also reupdated all my drivers and that didn't solve anything.

Also, adaptive resolution is set to 1/16 but never seems to actually work. When I try to move something nothing will change in the comp, it will just freeze for a bit and then the object will jump to where I moved it.

In edit - preferences - previews- show GPU info - is your graphics card showing?

 

In file - project settings - the video rendering effects section ... does changing anything there affect anything? 🤔

No matter what I set the renderer to, Mercury only or CUDA or OpenGL it's equally slow. Sometime after effects will ask me to set it to Mercury only when a heavy effect is used.
