After Effects Key Frame Bug in Version 18.0 for Windows 10

When ever I click on a Key Frame to move its position, this value window pops up. It does not allow you to move the Keyframe. The only way to get rid of it is to cancel or X out. Can you please downgrade this "auto" function, it had literally bought my work flow to a halt. Please seed attached screen shot. This happens for all the transform properties. This only started after I recently upgraded to version 18.0. I have tried uninstall, erasing all previous settings, reinstall...but the problem continues. Did not occur in earlier versins of software...

Sorry, no way to edit these posts, so, I have to reply to my own post. Here is a copy of the screen shot. I realized the original was a download link. Noone wants to download pics these days. Anyway, here is the error. I do not know how to TURN THIS OFF, and simply go back to dragging my Keyframes where I want them...
