I need to export video file lower than 500kb.
Composition size 629x460 px Format mp4 webm mpg
A lot of white space
Duration 6 s.
Can you help me with optimized settings for export to preserve low size and high quality?

That is not one of the standard frame sizes. Almost every media player is going to add some bars to the video. You should be planning your work by following the guidelines for the format. An odd number of pixels high or wide will not work in any MPEG format because the compression algorithm always works in blocks of at least 4 pixels so your colors and the edge detail is going to get fouled up.
Rendering should be done using the Adobe Media Encoder, not After Effects and if you still can't get the file size down you'll have to increase the area in your video that is all one color.
Spend some time studying video standards. If you break the rules you won't be very happy with the end result.

You're right it is not standard size. I chose that becouse I'm going to place it on website instead of gif.
I will choose video html tag without controls and it shouldn't be a problem.
Of course I can change the size of composition, becouse I nested standard HD in that small one.

It's worth noting that you are not creating a MP4 file nor a MPEG file or a mpg.
It's a .webm file.
With 6 seconds at your current frame size, you'll probably be able to get to half a megabyte by adjusting the quality slider while the pop-up menu is set to Constant Quality.
Have you already downloaded WebM for Premiere Pro?
The Mac download includes the user manual and presets. I think that the Windows version just installs the CODEC.
