First, the fit shortcuts fit the entire layer, not just one frame. If you are only seeing the scale change for one frame then you have scale keyframes enabled for the layer.
Second, you have to be extremely careful using Fit because unless your footage frame ratio is not exactly the same the footage will be distorted. You should almost always use Fit Horizontally or Fit Vertically. If you do use the Fit function then you should check the scale value and make sure that the X and Y scale are identical.

Hi, thanks for the response!
I have scale keyframes enabled as my clip is replacing my solid doing a bit of an animation (from mocha ae, motion tracking). Will disabling scale keyframes allow for my clip to still retain its animation and fit to comp? If so, how would I go about disabling scale keyframes?

You have 2 option, you can select all keyframe than put your cursor on the first frame and scale it up, or you can link your footage to a null object than scale the null, please check this small tutorial to get understand this steps,

You can just click on the property name to select all keyframes on that property.
Or you can marquee select a bunch of keyframes. ![]()

If you already have keyframes for scale and you need to uniformly scale a layer the easiest thing to do is to put the CTI where you want the layer to fill the screen, add a solid the same size as the layer, parent the layer to the solid, use Fit Horizontally or Fit Vertically on the solid, then delete the solid. All of the original scale keyframes will be uniformly scaled to the new value and the problem will be solved.
