animated GIF - best app and technique?

What is the one app - or set of apps - to be used, and can you outline a technique in a few bullet points?

I posted here, in Ae, because I thought this is probably the app to use?

You can do that with AE and for export use PS or script called GifGun.
Or you can try to do that with Photoshop.
And also - I'm guessing because it was long time ago when I was using Power Point - you can use Power Point or other presenter piece of software and export your presentation as a gif.
