animating a character for a story

So my issue is i now realize that when i opened my adobe after effects with the image that you see in front of you the option to duplicate the layor and have the dubplicate layor that masked with the pen tool to display the effect which was wave warp only works well if it hides the first layer as you can see the wave warped mask layer doesnt hide the layor underneath it you can still see parts of the dress on the first layer underneath the masked layor with the wave warp effect which i dont want! so how do i animate the dress with the wave warp without having to duplicate the layor?

or if its someting else i do please help me!!! know one has been able to help me and iv been asking this for almost a week i am trying to make a cartoon!!! so i need this animating to not like it has errors which the highlighted yellow parts in this image are i dont want anyone who watches my cartoon to see the still looking dress over the wave warped dress

how would you animate that part of the dress without duplicating it

or is their away to duplicate and the erase the parts of the layor that peaks through the wave warped mask?

all i want is a dress that wave warps and doesnt show at the bottom parts of the first layor dress thats highlighted in yellow thats all i want someone please help me!!!!

wither its erasing the edges of the first layor peaking through the waved warp mask or something else just tell me teach me explain to me how i can professionally animate her dress!!!

i dont want anyone to see parts of the same dress peaking through the masked layored dress or is their away to not duplicate it at all and still get only the selected area of the dress animated????
