Apply effect to shape

I know I am not understanding something basic here, but I haven't found the answer. You see here a simple shape to which I have applied CC light rays. The effect is bound to the bounding box of the shape. How do I get it to go beyond it to the larger frame?

You can pre-compose the shape layer and add the CC Light Rays effect to the precomp.
