Lets say i have this layer. Its a Audio Spectrum and moving accordingly to the sound (who guessed..)

And then i have this layer Screenshot - 1fcfd92952787ff49a9662adec44f023 - Gyazo
which is rotating. Means pink is on the top at some point and blue on the bottom etc.
What i WANT to do it having that rotating color being the texture/color of the first layer. the first screenshot. Which i probably could achieve with some kind of transparency, that removes the whole second layer, exept where the first layer is. But im insure how/what effects to use. Can anyone help?
In the future just drag your screenshots to the forum. It makes things a lot easier, especially for folks on mobile devices.
You can use the first layer as a track matte for the second layer. Audio Spectrum generates transparency so it makes it easy.
A much better way to ask the question would be to try and start the project then take a screenshot of your comp with the modified properties of the layers revealed (just press U twice). Then we could give you a much more detailed workflow.

Since your stills did not have transparency I applied UNMULT ( free from Red Giant) to the top image to generate transparency.

Also, track matte. I presume you have alpha on the audio effect?
