I have a problem when I activate 3D and when I move the camera, the elements move with the camera movement and do not stay in place
(As you can see in the video, I want this thing to remain stationary and not move when the camera is moving)

Impossible to say. Simply looks like a botched 3D track. Anyway, you need to be more specific what you actually did there for anyone to make sense of it.

I am new to the program and I do not understand how to solve the problem

I use more than one element and convert it into 3D. I turn on the camera and start moving it, and the objects move with the camera and do not stay still.

As I can understand, you want to stick your graphic to the object that looks like a throne in the footage. Is that correct? If that's the case, I don't think you need to use any 3D elements. You can use 2D tracking to track a point on the throne and use that tracking data to apply to your graphic. Here's a YouTube Tutorial: https://www.youtube.com/watch?v=tqWWhChc8RA&t=94s&ab_channel=MichaelTierney
Let us know how it goes.

Your condescending attitude in nearly every response is unnecessary and unhelpful. Telling someone their work is ‘botched’ without offering any meaningful guidance does nothing but discourage people from asking for help. If you actually want to contribute to this community, try offering constructive feedback instead of acting like everyone should already know what you do. This kind of dismissive, superiority-complex approach is unacceptable in a space meant to help others. Either be helpful or don’t respond at all.

You need to explain what you did and what you are trying to achieve.
No one will be able to troubleshoot the problem for you without understanding those two things.
How is this created?
You mentioned later you are using element 3D, why?
