Hold down the Ctrl/Cmnd key and click on the time display at the top left corner of the Timeline. 

 

You also have access to the display options in the second tab of the Project Settings. You can go there by pressing Shift + Alt/Option + Ctrl/Cmnd + ;

There is a checkbox for displaying feet and frames for 35mm and 16mm film but you should only use that if you are working on a project that originated on motion picture film and your whole team is using feet and frames. Almost nobody does that anymore.
