May i ask how i can draw a circle like this in Ae? Or should i do it with Pr or other software?e.png

(the circle seems drawn by ink with it's uneven edges and wider start/end point)

Create the painted circle in Adobe Illustrator.  Simply draw an ellipse, then apply a painted brushstroke.  There are numerous brushstrokes included in Illustrator straight out of the box.

There are numerous ways to reveal the circle in After Effects.  Personally I'd just create a matte using the Paint tool.

Duplicate your circle layer.  Double click on the upper layer to open the Layer in a window.  Paint over the circle one smooth move.

On the upper layer, set the Paint effect to "Paint on transparent"

On the lower layer, set the matte to "Alpha Matte".

May I ask if there are any alternatives to using Illustrator? Not everyone has all adobe products

As a side note, the creator mentioned to have only used after effects and premiere pro in editing the videos, so i'm looking for a solution to clear this with only these two apps

Andrew is correct - you can do that this way. Other way that I would try would be to use circle (two of them) made with Shape Layer, trim path on both. On first one animation of start/end point - for circle revealing, and on second one offset parameter - for creating a begining of circle. For irregularity effect i would use Roughen Edges effect.

And you got something like that:

May I ask a few more questions?

I do not know the actual details of using two layers to create revealing and beginning. May I ask how can you do it?

Also, what is offset parameter? Google couldn't quite help me unfortunately

There are basically two approaches being pitched here, and both are equally valid.

1. Draw the circle elsewhere (even on paper), import to AE and use something natively built in AE (I recommend a shape layer + Trim Paths) as a Track Matte to reveal the irregular circle.

2. Use a shape layer with Trim Paths to draw on the circle, then use a few effects to blob it up. As suggested, Roughen Edges would probably be the best starting point. Remember that you can also duplicate effects on the same layer, so it might be that the first instance of Roughen Edges (with the scale within the effect settings set high) makes it blobby, then a second instance (closer to the defaults) gives you more detailed roughening.
