Color Balance HSL Missing

Hi,

This bug has hindered my video editing progress. It says I have Color Balance HSL missing. When I go to effects, it's under the Missing tab, not under the Obsolete tab. 

 

Does anyone know how to fix this?  I appreciate all the help and feedback. Thank you so much!

Have you checked in the Effect Manager (Effects > Manage Effects...) to see if the Color Balance (HLS) effect is disabled?
