Creating a flickering visor

So I'm doing some work for an animated background I'm using this image :

I've darkened the visor so that it looks like it is off, I am now looking for a way to make it seem like it flickers/ turns on for a few seconds before then turning off again. The colour of the visor is a bright green. If anyone can offer some advice on how to accomplish this or write a short tutorial, it'll be much appreciated.

Animate a suitably colored duplicate layer's opacity or keyframe some coloring effect. Read the help. Seriously.
