Creating complex 2D elements?

I've always wondered how to do this type of complex kind of 2D element. But this video in particular striked my interest [Blackwatch by SAO - YouTube​]. Do you just use shape layers with a bunch of single shapes? Or is there another way? And how could you make these animated dots in the background. Actually can someone just give me a complete rundown on how to replicate something like this I'd really appreciate the help, and thanks in advance

Nothing to it. Just traditional keyframe animation structured in pre-comps. The dots can be done using a grid-style static particle system like Trapcode Form. You just need to commit to it and put in an effort.

Firstly, thanks for posting this video.  I've been looking for a track for a trailer I'm working on, and the artist used here has given me some great options.  My music licensing guy is gonna be busy tomorrow!

As Mylenium said, this kind of stuff is actually quite straightforward, but it can be a bit tedious, especially if you require a lot of detail and variation. 

I've quickly made a simple project that replicates the objects in your example.  I've posted a video and the project file used to create it.  take a look at the effects and expressions used to generate the stroked lines and flickering squares. 

Typically, you would take this comp, make a few copies with variations, then use multiple copies of these layers, offset in time,  to build an environment like that in your example.
