Engaged ,

At this page

New features summary | April 2018 release of After Effects CC

you can read:

"Expressions enhancements

New JavaScript engine for expressions Create expressions easily with the new JavaScript expression engine that makes creating expressions more accessible. Plus, you get a 6x boost in performance and the ability to save each expression to a library that you can easily access again and again."

Does it mean that i can copy paste the expression to an external editor (LOL) or

that there is a way to manage custom expressions creating a custom library?

I can't answer your question - even though this library sounds great.

BUT, there are several scripts available for years to create and manage an expression library right inside of AE and of course you can copy-paste expressions to an external editor.

Unfortunately this has been confirmed (by the AE Product Manager) as incorrect information in the What's new document - and is due to be updated. It doesn't exist : (

There are various ways to store expressions:

Text document - copy and paste.

Save small AE example products for each expression - import those project into your current project, then copy and paste the expression as required. This can be helpful technique because it enables you to set up small samples / demonstation files for more complex expressions. Once the expression itself has been copied and pasted into your current project, the imported project can be deleted of course.

Commercial Scripts - see AEScripts.com

and there is a 'nerd level' : ) method using JSX files - not suitable for every user, but see:
