Hello,

Is it possible to achieve this effect in After Effects? Is this a plugin effect?

That specific image was probably generated with a 3D app like Blender (free/open source), C4D or Maya. You can approach that kind of effect crudely in After Effects by using the included Shatter effect if you separate the head from the background and replace the hole with something. Third Party effects like Trapcode Mir or one of their other effects you will find in the Trapcode Suite. The most efficient approach depends entirely on how the shot was planned and executed. There is no one-click solution. The closer to recreating this specific frame you get the more time, preparation, practice and money (unless you choose to go the Blender route) you will have to invest.

I appreciate the suggestions. I've been playing around with Trapcode Form. I'll check out Mir also.

If I can get close to this effect using After Effects, I think I'll be good to go!
