Double clicking on a layer name to change the name doesn't work. Only option is to right-click and choose rename. After Effects 25.1.0 build 68

Try selecting the layer and pressing the Enter key. That is the standard shortcut for the timeline, the Project Panel, and any other panel that lets you rename things.

Double-clicking a Layer in Photoshop, Illustrator, or InDesign allows for renaming it, but not in After Effects.
In After Effects, double-clicking a Layer opens that Layer in the Layer panel.
