I would like to make a video like the beginning of this video.

Currently I am using a white map as a substitute, but I want to make it easier to understand, so I want to make a video like this YouTube video.

Is it difficult to make something like this without a paid plugin?

There are several plugins that can do this for you, but they come with a cost, of course.  Depending on use and copyright restrictions, it is possible to simply use Google Maps or Bing Maps and screenshot the map area you want, possibly assembling multiple screenshots into a large image.  Then you can make this a 3D layer and animate moving across it.

Google Earth Pro is another automated, but free option, although they insist you retain their copyright watermark on screen.

Thank you for taking the time to let me know.
I knew I needed a plugin for this kind of editing.
I have used Google earth studio, but never used Google earth pro to make a video, so I will search and check it out.
