I've seen this error a coupple of times importing the VPE from Photoshop. The first thing you must check is that your original PSD is not in CMYK color space before exporting. Also check the name of your vpe and png exported files (avoid symbols and those kind of things). Not sure if this will help but try it.

In addition to what Jose said, check whether the images actually render correctly in PS. There was a bug where this would produce low-res imagery with glitches and this also seemed to screw up the whole VPE because the coordinates would not make sense.

Yh. I think you're right. The images turned out broken. They aren't full size as intended. What's a good fix ? Could anyone recommend anything? I'm constantly updating photoshop as soon as an update comes out. Could this be a bad idea?

This error in PS seems arbitrary and may relate to the document resolution and aspect ratio. For soem users it works, for others it doesn't. Arguably switching to new PNG and JPEG libraries a few versions ago may also play a part, but it's really random, so I can't offer any specific advice on fixing it. You can just try and play around. Otherwise perhaps consider a workflow based on AE's camera tracker, mocha and tools like Lockdown, depending on what you actually want to do.
