export problems + install problems

Hello there,

So I'm using After Effects CC 2019 and have a problem; I have made a video with more effects (it's only 18s long) and have export it. When I watched it as a finished exported video, it didn't run smoothly at all and was always lagging (it wasn't the computer). I looked for a solution and found adobe media encoder.

I wanted to download it from creative cloud but there was always a warning that my computer (Windows 10) needed an upgrade (you can see it on the picture, but it's German). I have installed all updates on my computer but it still doesn't work.

I really need help how to get my exported video to run normally or how to install adobe media encoder.(I'm very sorry for my bad English)

Do you use a SSD or something similar to save the file and run it? The issue would be your disk speed.
