Locked down or dumbed down solutions aren't ideal for when you need precision or when you're working with a client next to you - which is a lot more often in the case of an editor than a MoGrapher Artist. That's why I developed typeGEMs 🙂

typeGEMs V2 (t2) is an incredibly flexible MoGRT that brings AE's per character Text Animation capabilities to PPro users - think of t2 as an alternative to PPro's Titler but with the power of per character text animation.

Take a look through the presets menu - there are a ton of text animation presets.
You'll be looking for something with "Scale" and "by letter." Find something close to what you want and poke around with the settings a bit.

Ideally, take some time to learn how the text animator works - it's quite powerful, just a bit tricky to wrap your head around at first.
You won't be able to get that little bit of overshoot without using the expression selector, though, which is admittedly fairly complicated.
There's a good, practical explanation of the text animator here: Text Animators in After Effects - YouTube
And a more abstract one (that happens to teach you a lot about how this tool works) here: Creatively Using Text Animators in After Effects - YouTube

Something that simple is best done in your video editor- Premiere Pro, or the other apps that do the same thing, it is called titling.

You don’t need Ae, which takes a long time to learn.  If you do want to do it in Ae pick up the free plug-in Mr. Horse, that’s an easy way to do it.

The Premiere titler won't do per-character animations like that, though a specifically-created mogrt will.

The product you're talking about is named "Animation Composer," created by Mr. Horse. It's a great quick & easy preset generator, sure, but as with most quick & easy things, it's got downsides as well.

As someone who's currently working my way through modifying someone else's project that was built almost entirely with Animation Composer (and thus essentially having to rebuild most of the animation from scratch to get any real flexibility...), it's good for creating specific kinds of things quickly, but it can be a crutch that prevents you from actually learning how AE actually works, and it's also a pain to modify later if you want to do anything other than change timings.
