Ctrl + click on either of hte time displays.  Keep in mind that if you zoom all the way into your timeline it will display frames regardless of your settings..

I have tried that and it appears to look like the time line went back to seconds in the display but it stills says frames on the timeline?

Well, your screen shot hasn't even made it to the one second mark.  How do you expect to see time?

Even if you have time selected, remember that AE works in FRAMES.  So you'll see xx seconds, yy frames.  That's just the way it works.

You won't see 01. 385 seconds, for example you'll see 1 second and a certain number of frames, determined by the comp's frame rate.

What Dave said.  See that 01:00 at the end of your timeline?  So your timeline IS displaying time.   In between each second is frames.  It looks like in your case about 29 of them.      The road ahead is long, sister.

Somehow I started a new composition and was able to hold cntrl and get this to show up. I also changed my project settings when opening it to start at 0 instead of some crazy number. Idk haha I just started watching Tutorials today and have never used it. Using Adobe Premiere Pro def helps me kind of understand, but holy shit, this thing has so many levels. I just closed out and reopened and some how the settings are still the same. lol so I will go with this for now. Thanks for the help! I think I got it!

As Dave and I both pointed out, your previous composition was only one second long.  You must have mistakenly thought it was 1 minute long.   AE time readout works like this:   00:00:00:00 = Hours:Minutes:Seconds:Frames.
