Having trouble with reference frames in content aware fill

So I am trying to use content aware fill. And have reference frames on the timeline. After my last reference frame, when I try to create a new reference frame it puts it at the beggining of the timeline, rather than where I currently am in the timeline when I clicked it. And it restarts from there. If I go a few frames forward it puts it a few frames forward in the beggining instead. How do I fix this, and why does this happen?

(Appologizes, I dont see a way to edit the post) I also wanted to say it's in after effects. Also Sometimes when I hit save in photoshop it doesnt overwrite the reference frame in after effects, nothing happens.

Sounds like a bug to me. Maybe something is fouled up in your preferences. Setting Reference frames works just fine for me. You might want to try resetting prefferences or rolling AE back one version with the Creative Cloud app.
