Help needed finding special effects

 hi,    i am beginner to video editing and need some advice where I can find a library of drag and drop special effects to purchase and use on my videos with Adobe premiere pro. 

Also if someone could please help me identify what these basic cartoon animated special effects shown in the image are called.

Best place for graphics pack is https://videohive.net and you can search for Comic, flash FX, animated shapes... and don't forget to filter the After Effects category
