Help! Video Preview shows up off screen as a copy and cut off

Everytime I play my footage, it renders in an off screen cut off duplicate while the full screen version is frozen. Any advice?

You have to provide us with much more than that one line of info and one screenshot. 
Tell us/show us configuration of your project, what exactly you wish to achieve, what exactly seems to be the issue etc. Without that no one can help you.

GPU acceleration - change it or try enabling Rulers. This problem is supposed to be fixed in the latest release of AE 2020.
