but I don't see particular effect

I see only cc particle systems, cc particle world, and particle playground. 

how can I get particluar effect?

Particular doesn't come with After Effects, you need to buy it:

You can download a trial to figure out how to use it, but if you don't want a watermark you will have to buy it. 

I am guessing that you are fairly new to After Effects and you are following a tutorial you found on YouTube. Let us know if there is anything else you need.
