How can i add a fire effect to my paint(not layer pls) and how can i do this effect(im pretty sure it can be added to paint)
Just to add to everything what kirkeric said and agreeing with him I can just advice you to learn some After Effects basics. Without any basic knowlegde it will be really hard for you to do exactly what you need without step by step exact tutorial. With basics - most of the things that you need - you will do by yourselve and what you can't do - you will learn "AE vocabulary" (doring basic training) that will make search for answers much easier.

You have to be more specific and describe what you wish to do. What do you mean by saying that you wish to add a fire effect to paint and not to a layer. Do you mean paint tool in AE or what?
And if you could provide links with higher resolution images that describe what you wish to do.

Besides what last gent said, do you want stylized (cartoony) or realistic fire? There are tons of effects for both and numerous packages that sell real fire clips from explosions to torches to fire crawling up sides of a doorway, etc.
For less realistic, you have Trapcode Particular or the built in particle world effect.
Try going to youtube for plenty of tutorials on how to use AE tools for fire effects.

I want a cartoony fire effect.
And what i meant with not to a layer, i was wondering how can i add to "paint tool" like glow effect(i mean its harmonius with paint tool)

Ok, much more clear. This also requires some tracking since it appears they tracked the basketball.
But, that effect could be made relatively easily.
Here's a tutorial from a quick search on YouTube for a fireball.

If you are referring to me, the fireball tutorial was intended to be a starting point to get what you want, I will recommend you use the vast resources on youtube. I won't be able to get give a step by step on how to achieve the fireball that you want but I will help direct you to get there.
Like I mention, the tutorial is a good place and if that one isn't good, search fireball tutorials for after effects on youtube. There will be tons. I found that one in a couple seconds.
You will also want to become familiar with tracking procedures too if your intent is to do the same type of effect.
If you have a specific question, I will try my best to answer.
