How can I edit effect data of an .aex file?

So I downloaded an .aex file made by a Japanese AE user, and they name their effects all in Japanese, which is difficult to read. I want to edit those effect names to my language, is it possible to do so?

I can read Japansese, but my PC system language is not Japanese, so there's a lot of 文字化け happening.
