How can i integrate AE with a database, to dynamically create animations?

I would like to create an online form that collects data from a user and allow uploading of an image.  I would store that data in a database or similiar. then kick of an auto render of an animation template that pulled that data and image into the animation. 

is there a pre built adobe solution for this? is this something that can be achieved with adobe creative cloud?

if not, are there other suggestions on how to accomplish this?  I have the web form and writing to a database down, that is no issue.  my uncertainty come in when pulling that information out of the database and integrating that with an AE animation.

After Effects will not download images from the web or link to them for use in a project. You'll have to write some code to download the assets and create a folder for the project. NOT EASY....
