How can I make this kind of thing? I don't even know the name of the technique so that I can't google it.

I would really appreciate if you watch the video and make some comments even though it's bothersome.

I think this is not called animated painting. It looks like a 3d set built with many 2d painted walls...and a camera moving inside of the set.

Is there any kind of tutorial talking about this kind of technique? Thanks!!!!!

Sometimes called "The kid stays in the picture effect." You separate foreground, middle ground, and background elements into layers, make the layers 3D, arrange them in 3D space, then animate a camera through the set.
