How do I get the frame rate of a composition?

Or a keyframe's frame number for that matter?

So far, what I've been doing is using AEGP_GetKeyframeTime, getting the corresponding A_Time parameter, dividing A_Time.scale/A_Time.value, then just multiplying the quotient with a hardcoded fps, say 30.

Any thoughts?
