ive been wondering how you do this effect for a long time now, it makes your main clip have 9 other versions of it in the background

Try Motion Tile. The layer needs to be smaller than the composition frame. You can achive that by putting the original footage in a small comp, fitting the footage to the small comp, then nesting (adding) the small comp to the Main Comp and adding Motion Tile. Adjust the Tile Width and Height to generate the appropriate numbrer of copies. If you want boarders you'll need some transparency around the edges.
