How can I create a connecting line between points like this and the many short lines extending from it in After Effect

so that it can rotate smoothly 360 degrees? I created a world using CC Sphere, pinned it on the map, and used tracking points in the world because the globe I made rotates at various angles.

so When I create a null or object to sit in the center of the globe and track it like a pin to the map, it doesn't stay at the point when it rotates. and I also tried it with the lines, but the results were strange

I've used CC Particle World to draw lines in 3D space before, but it's quite convoluted and on my revisit list to nail down all the steps.

And I'm trying to come up with a simple, repeatable method for positioning the arcs. I feel like I should be able to do with this with shape layers, but getting them to interact with a 3D sphere is problematic.
For my Ultra Sun tutorial (itself a homage to My Kramer) I used Element 3D to distort shapes into arcs

If I can create a world using Element 3D and pin it like in the image, the problem is that I’m not sure how to add effects to the pin (like blur or glow) without affecting the world. From what I’ve tried, if they’re in the same group or layer, it seems impossible. I tried duplicating the layer into two, but the problem is that the layers overlap, and I can see the pin that should be behind the globe. It feels like these two layers are completely separate. Do you have any solutions for this?

In this video, I tried to create a world with Element 3D, but I used shape layers for the lines and pins instead of 3D layers. I linked them to the 3D world and animated the globe instead. This brought some problems, such as when it rotates behind, there’s often a layer overlap issue. It looks fine when the world is at a 90-degree angle, but when I adjust the world’s angle up and down, it looks strange. No matter how I tweak the position, it’s very difficult to align them perfectly with the world’s angle.
So, I used camera rotation instead. If the world isn’t checked as 3D, it looks fine, but the layers overlap the globe awkwardly. However, as soon as I check it as 3D, the world becomes flat immediately.
I’d like to know what I should do. Right now, creating the world and pins with Element 3D seems to be the best approach. Do you have any solutions for the first issue? Thank you very much

Unfortunately, you might be stuck with Element3D, unless you know Blender and export as an OBJ for AE's new 3D capabilities.

It sounds like you're hitting a common challenge with 2D layers in 3D space. One solution could be to convert your shape layers into 3D layers and align them to the globe's surface using a null or a plugin like "Lockdown" to maintain the proper positioning. If you keep the shape layers 2D, consider using the "Auto-Orient" feature for the pins so they always face the camera, which might reduce overlap issues.
