Language for your apps you have to chose or change in Creative Cloud App:

Unfrtunatelly if you've already instaled apps that you have to have in different language you have to uninstal them and instal after you will change language in CC App.Hope that that will help you.

You create a text file and save it as the file name of "ae_force_english.txt" in your document folder.  Then, you reboot After Effects. It is no problem if the text file is empty. When you want to change it to the original language, you simply delete the file.
