My question is : How did they make the character's eyebrows to move?

There's one thing I already know : They used Trapcode SoundKeys (which is an INCREDIBLE plugin) to control the particles etc.

How did they make the character's eyebrows to move?

with a tool that allows distortion of pixels. like puppet

my guess is the character is animated and the amplitude is connected to the time remapping property of a precomp with the animation. this way the more beat - the more it's animated. or they you could just connect multiple properties to the amplitude. for animating the keyframes according to ampltude, see here:

You can use the values generated by sound keys to drive any parameter. It looks like the only thing they did do the eyebrows was at the anchor point to the spot where they wanted the rotation to be centered and then applied one of the sound key values to rotation. I would probably have used an expression.

It is all about the layers.
