HOW TO ANIMATE IN THESE LINES

Hello, I have an idea where i want to animate the lines of this image to make them move in their respective directions, and patterns. Does anyone have an idea of how that can be done? I know i can use a simple dotted line animation for the dotted lines but what about the other clustered group of lines and even the lines over the figures face?

The head would likely be a task for a 3D program with a sketch stroke rendering option. The rest is just lots and lots of tedious work with masks, shape layers, text layers. Not really much else here. It's just a laborious task of creating the lines and placing them over and over.
