This is a small part of a video, that I'm editing in After Effects.
what animation software would you recommend, to turn this 2D image(PNG file), into an animation where the text is circling the stop sign?
Any help would be much appreciated. Thankyou in advance.
First you have to learn some After Effects basics (you can start here: https://helpx.adobe.com/pl/after-effects/tutorials.html). What you are asking here is really basic. Uou have to make a precomposition from that png, attach that precomposition to your tracker, then go into your precomposition and make any changes you wish - f.eg. separate your text from your "stop sign" and add circular movement onto your text.

you don't think I should make the animation first and THEN attach the completed animation to the motion tracking?

Start with the Basic Layers course in the User Guide. You can find a link in this forum, on the After Effects Product page, in the Home Screen of AE, by using the Search Help field in the top right corner of After Effects or by clicking here: Learn AE
If you want multiple elements to move you have to put them on separate layers. If they are originally on a single layer, then you need to duplicate the layer and do some masking so you have each of the pieces on a separate layer. Then it's just a matter of making sure the Anchor Point is where it needs to be for the animation to work.
When you get that animation done then you can either nest that composition in your main comp or select all of the animated layers and pre-compose them so you have one layer that you can then position anywhere you like.

Is it not possible to make an animation in another program and then attach that animation to the motion tracking?

You can make anything you want in any other program and import that into After Effects as long as what you make can be saved or rendered to one of the Supported file formats in After Effects.
