How to put a shape between 2 strokes without it losing its properties?

I want to make a tongue that would be above the mouth itself but the mouth has a line around it (another stroke) and the borders of the mouth overlap with it and look weird. So i want to put the toungue in between these 2 parts of the mouth

When i try to put it in between the strokes it starts looking weird
