It seems like it should be pretty simple it's pretty much exclusively working with shapes and opacity animation. Any suggestions would be appreciate. Thanks!
The typical drill is to create block patterns with Fractal Noise in Blocks mode or the Mosaic effect, manipulate them with effects like Levels, colorize them with Colorama and so on and then apply them as overlays or displacment maps to your footage. Really nothing too complicated and to boot, there's literally thousands of "glitch" tutorials out there which you just need to look up.
