Hi Ahsan,it's an effect. Perspective/3D Camera Tracker.

1. Go to the Window>Workspace>Motion Tracking Menu to select the correct workspace for camera tracking
2. Select a footage layer in your composition - I don't see any footage in your composition
3. Select the footage layer (or a pre-composed comp with footage) and then select Track Camera from the Tracking Panel
If you don't have any footage that was shot with a camera in your timeline you cannot use the camera tracker. Lots of folks try and camera track screen captures or nested comps (pre-comps) but the tool was never intended for that kind of tracking. You need a shot with a lot of fixed geometry in the scene and some kind of camera move. A wide shot of the ocean or a wheat field blowing in the wind or a telephoto shot of hundreds of folks walking down a sidewalk won't camera track because there is no fixed geometry in the scene that can be used to calculate the change in perspective and parallax required to generate a virtual camera.
The camera tracker can be found in the Effects panel but it is really a tool, it's not an effect.
If you are new - please check out the User Guide tutorials. You should also get used to using the different workspaces that are available. The Motion Tracking workspace makes all tracking jobs a lot easier to do.
