it's a bug in the U.I for 4k displays. check the forum for some workaround that might work or not work.

Thanks! I changed the the custom scale of monitor to 200%. That did the trick. I searched the forums before posting my question. I guess I didn't have the proper search terms. Thank you!

The After Effects update that came out last night (might take up to 24 hours to propagate to Adobe's servers around the world) fixes this issue. (And several others - it also adds some new functionality.)
