Kinetic Photo Animation

How can I animate still photos like the kinetic photo animation in this Roxy Music video https://www.youtube.com/watch?v=_lIiviHjo0w&t=74s, specifically the animated photos from 0:24 to 0:29 seconds at the during the first part of the video.

I have been told there are 3rd Party Plug-ins where this can be done, but I can't find any?

What plug-ins? All I see is some basic 3D layers with some transition/ wipe effects applied, most of which would simply require to separate the steps by pre-composing. there also appear to be some bits and bobs of using the puppet tool to move arms etc., but honestly, there#s realyl nothing special going on that you couldn't do with stock AE features.

Your right that there is nothing special going on in the animation.

I’m just looking to zoom in on the photos and do a slight rotation, then zoom out of the frame completely. And get a good kinetic look etc.

I get the feeling you're probably far more familiar with Photoshop than After Effects.

Even though your animations are simple, you will still want to familiarize yourself with AE , learn your way around the interface, and go through some basic and extremely helpful knowledge:

I already know my way around the After Effects interface etc.

1. Make sure your photos are the right size for your comp
2. Import your photos
3. Do any masking you need to do
4. Make all layers 3D
5. Trim all layers to the approximate length of one bar of music
6. Sequence the layers
7. Adjust the in and out points to match the music
8. Select the first layer and press the Alt/Option + p to set the first position keyframe
9. Adjust the position of the layer
10. Move to the out point of the layer and adjust the position
11. Repeat for every layer in the composition

The quality and the effectiveness of the animation depend entirely on your understanding of visual dynamics and editing to music. There is no plug-in the will automate this any better than just opening iMovie or a similar program and telling it to build a slideshow. This is AE at it's most basic.
